The RSIP provides year-round construction activities and the City of Cleveland, Department of Port Control has oversight of all the RSIP design and construction activities. The RSIP Construction Manager is directly involved in the process from beginning to end. Some of the duties include: bid preparation, contractor selection, contract execution, job performance, product assessment, final home inspection, payment authorization, and warranty fulfillment.
Design and construction phases of the program are contracted to licensed and bonded independent entities. Work performed may include, but not limited to, the following: scheduling and document administration, acoustical pre- and post testing, architectural designers and engineers, window and door installers, electrical engineers, heating, air conditioning, and ventilation contractors.
Once
a Contractor has been selected to perform the work at your home, you
will be contacted to schedule a visit for the Contractor to make final
measurements for your home. The RSIP Construction Manager will accompany
the Contractor and will be present at this and all other visits by the
Contractor. The Contractor must do this with a sufficient lead-time
to allow time for all materials to be ordered. At this time a list of
pre-work items will be presented to the homeowner. This pre-work list
must be completed by the homeowner prior to construction.
Once
the final measurements have been completed the Contractor will submit
a schedule of construction to the RSIP Construction Manager with proposed
dates for working in all the homes in his contract. You will be contacted
by mail with the scheduled construction period for your home. If you
have a problem with your anticipated start date you may contact the
RSIP Construction Manager’s office for assistance, bearing in mind that schedules
have been set to coordinate with anticipated material deliveries and
may be difficult to alter.
Once
in your home the
contractor has 10 working days (holidays and weekends are not included) to
complete the General portion of the contract (windows and doors) and 5 working days
(holidays and weekends are not included) to complete the Mechanical portion of the
contract (furnace and electrical). During the actual construction
a representative of the RSIP Construction Manager will be present at various
times throughout the work period to inspect the work and verify that
it is being completed as specified in the design documents. The Department
of Port Control provides the Contractor with a code of
conduct that is to be followed while he is working in your home.
Near
the end of the construction period on your home, a final inspection
will be conducted. This inspection will be made in your presence by
the RSIP Construction Manager and a representative from each of the contractors
performing work on your home. At this time, all operation of windows
and doors will be checked along with the installation of all items recommended
for your home. The RSIP Construction Manager will make a list of any outstanding
items to be corrected or finished. This list is known as a "punchlist".
It is given to the contractors so that they are aware of any items remaining
and may finish these items within the specified work days. Once all
punch list items have been completed you will be given a final acceptance
date for the work completed at your home.
The Contractor
performing the work at your home must warrant his work to be free from
defects for a period of one year. During this one-year period you are
asked to contact the RSIP Construction Manager with any problems. You will
be provided with the appropriate warranties for the materials installed
in your home. If you incur any problems after the one-year warranty
period you are urged to contact the appropriate representative as indicated
in your warranty package.
